ARLINGTON, VA – Since its inception in 1991, The Foundation for Advancing Alcohol Responsibility has been steadfast in its mission to fight drunk driving and underage drinking. While much progress has been made by attacking these problems head on, it is also important to examine these issues in a larger cultural context. The Foundation for Advancing Alcohol Responsibility is proud to be celebrating its 20th Anniversary and recognizes that the past 20 years could not have been a success without the support of remarkable individuals who encourage health, wellness, and a commitment to eliminating drunk driving and underage drinking.

As part of the 20th Anniversary celebration, The Foundation for Advancing Alcohol Responsibility will honor 20 People to Watch. These twenty people have distinguished themselves through their leadership, ideas and commitment to the health and safety of our nation and the idea of a brighter future for America’s young people. Young or old, established in their chosen professions, or just starting out, these twenty people are ones we are excited to follow in the future.

Stephen K. Talpins, Chairman of the Board and Chief Executive Officer of the National Partnership on Alcohol Misuse and Crime (NPAMC) and attorney with Rumberger, Kirk & Caldwell is one of the Foundation’s distinguished 20 People to Watch. He previously served as National Director of Public Policy for Mothers Against Drunk Driving (MADD), Director of the National District Attorneys Association – American Prosecutors Research Institute’s National Traffic Law Center (NTLC), a National Highway and Traffic Safety Administration (NHTSA) and National Association of Prosecutor Coordinators (NAPC) Prosecutor Fellow, and an Assistant State Attorney with the Miami-Dade County (Florida) State Attorney’s Office.

He is helping build national consensus through NPAMC. Established in 2008, NPAMC is an inclusive public-private partnership and non-profit organization committed to identifying, developing, and promoting justice programs that improve public safety, reduce recidivism, and changing lives for offenders who misuse alcohol. Talpins identifies and promotes model programs like DWI Courts and the 24/7 Sobriety Project, providing technical assistance and support to government agencies and associations around the country. Talpins is committed to improving the criminal justice system and is a frequent lecturer and author of several articles covering DUI issues.

“We have a pretty good idea of what needs to be done with impaired drivers. We’ve been talking about it for a long, long time. Taking it from the theoretical and implementing it in the real world – that’s the tough part. That’s what we’ve been working on and I’m very excited about the prospects for the future,” Talpins remarked when reflecting on his career.
