Established as a Canadian registered charity in 1964, TIRF is an independent road safety research institute. It focuses on a wide range of road user behaviors with a special attention to impaired drivers and young drivers as these two groups account for a substantial proportion of fatalities and injuries on our roads.

TIRF is a world leader in research, program and policy development, evaluation, and knowledge transfer focusing on the road user and the behaviors that result in driver error which account for 80% of all road crashes. With funding from The Foundation for Advancing Alcohol Responsibility, TIRF completed a widely distributed case study on the implementation of alcohol interlocks for offenders and developed a roadmap for implementing alcohol interlocks for offenders.
